The Commander, STARFLEET TASK FORCE 31 (CSTF31) serves as the President of STARFLEET TASK FORCE 31 and chairman of the Captains Board, which is the legislative body of STARFLEET TASK FORCE 31. The CSTF31 is responsible for the overall administration and supervision of the Task Force, as well as representing the Task Force in an official capacity to other organizations and the general public.
All representatives of STARFLEET TASK FORCE 31 holding office in any appointed or elected capacity are ultimately responsible to, as well as report to the CSTF31 or their designee. The CSTF31 is charged with the financial well-being of STARFLEET TASK FORCE 31. They are the only member of the Captains Board with the authority to disburse Task Force funds on the behalf of the organization.
The CSTF31 appoints each member of the Fleet Operations Command. The CSTF31 is elected by the general membership to serve a three-year term of office.
